Clifford Everald Warmington (left), nominated commissioner, receives his instrument of appointment from chairman of the Electoral Commission of Jamaica (ECJ), Earl Jarrett at the office of the ECJ on Wednesday, February 4, 2026.
The appointment, which took effect February 1, 2026, was made on the advice of Prime Minister Dr Andrew Holness.
Warmington, the sitting Member of Parliament for St. Catherine South Western, was presented with his instrument of appointment by ECJ Chairman Earl Jarrett during a ceremony at the commission’s Duke Street offices on today.
He fills the vacancy left by the retirement of Senator Thomas Tavares-Finson on January 31.
In his new role, Warmington joins Dr. Aundre Franklin as the second nominated commissioner representing the Prime Minister on the nine-member electoral oversight body.
The commission’s composition includes four independent selected commissioners, four nominated commissioners — two each from the Prime Minister and the Leader of the Opposition — and the Director of Elections.
The ECJ, an independent body established under the nation’s electoral laws, is responsible for the impartial administration of Jamaica’s electoral processes, including voter registration, the conduct of elections, and public education.
Warmington, known for his lengthy and often outspoken political career, now assumes a critical role tasked with upholding the integrity and transparency of Jamaica’s democracy. His appointment comes during a period of sustained focus on the nation’s electoral machinery ahead of future national polls.
The public education unit of the ECJ confirmed the appointment in a press release this afternoon, stating the commission looks forward to Warmington’s contributions.
